Provided that your primary universal phone number is local to the area you are calling, yes. If you are physically located in an area, but have an area code in another region your calls to your local area are not considered local. However, for most Lingo plans these minutes are included.
Example 1: You have the Lingo Unlimited plan and live in New York City, but your Universal Number has a San Diego (619) area code. Calls to the New York City (212) area code are not considered local, but you would not be charged any additional fees.
Example 2: You have the Lingo Unlimited plan with a primary Universal Number from Los Angeles and a second number from Tokyo. Your calls to Tokyo will be billed per minute as that country is not included in the Unlimited Plan. People from Tokyo who call your Los Angeles Lingo number will not pay international fees though. (And if you upgrade to Lingo Unlimited International you won't be charged for calls to Tokyo either!)
